M1 President Labis is once again elected REFC Director

MORESCO-1 extends its heartfelt congratulations to its Board President, Dr. Nonito M. Labis, DVM, on his recent election as a Member of the Board of Directors of the Rural Electrification Financing Corporation (REFC).

Established in 2000 through a Memorandum of Agreement between the National Electrification Administration (NEA), PHILRECA, and NRECA—with support from USAID, IFC, and pioneering EC leaders—REFC was conceived as an alternative financing institution for Philippine ECs under the restructured power industry defined by the EPIRA Law (R.A. 9136).

REFC’s primary mission is to offer supplemental financing to its Member-ECs at the most affordable lending rates, enabling them to deliver adequate, reliable, and high-quality service. By leveraging their equity, ECs gain access to loan facilities that enhance operational capabilities and service delivery for their consumer-members.

Recognizing that ECs also require broader institutional support beyond financing, REFC established its wholly owned subsidiary, the Rural Electrification Trading Corporation (RETC). RETC complements REFC’s mission by offering member ECs access to technology-driven and cost-effective materials, equipment, consulting services, and expanded loan packages—strengthening the financial and technical backbone of the sector.

Through REFC and RETC’s integrated efforts, Philippine ECs are assured of a dependable funding source and a responsive service partner committed to their growth and sustainability. The work of these organizations continues to shape a generation of experts in management, finance, technical operations, and institutional development within the Rural Electrification Sector.

MORESCO-1 and the Northern Mindanao Electric Cooperatives Association (NORMECA) proudly join the rest of the nation in celebrating the 47th National Disability Rights Week, held every July 17–23. This year’s theme, “Innovation for Inclusion: Building Inclusive Communities Together,” underscores the essential role of innovation in enabling persons with disabilities (PWDs) to live with dignity, autonomy, and full participation in society.

Anchored on Proclamation No. 597 issued by President Ferdinand R. Marcos Jr. on June 13, 2024, this national observance highlights the collective responsibility of institutions—public and private alike—to ensure that all individuals, regardless of ability, can access opportunities and essential services.

As a vital player in the electric power industry, MORESCO-1 affirms its commitment to equitable and inclusive energy services. From barrier-free customer service centers and accessible billing options to proactive engagement of PWD stakeholders in community energy programs, we believe that electricity empowers best when it reaches everyone.

Energy fuels independence. For persons with disabilities, reliable and accessible power means access to assistive technologies, livelihood tools, mobility support, and more. Through cooperative innovation and inclusive service delivery, we stand by the call to energize not just homes, but human potential—regardless of physical, sensory, or cognitive limitations.

Theme: Youth empowerment through AI and digital skills

In 2014, the United Nations General Assembly declared 15 July as World Youth Skills Day, to celebrate the strategic importance of equipping young people with skills for employment, decent work and entrepreneurship.

15 July 2025 marks the 10th anniversary since World Youth Skills Day (WYSD). This year’s theme focuses on Youth empowerment through AI and digital skills.

As the Fourth Industrial Revolution reshapes economies through Artificial Intelligence (AI), Technical and Vocational Education and Training (TVET) must evolve to equip youth with future-ready skills. AI is transforming how we live, learn and work — but it also poses serious risks if not implemented equitably.

On World Youth Skills Day, let us come together to recognize the power of young people as drivers of change—and commit to equipping them with AI and digital skills to tackle today’s challenges and shape a more peaceful, inclusive, and sustainable future.
