Talakag, Bukidnon — April 18, 2026

Carlos Capistrano “Caloy” Noble was officially elected as the new member of the Board of Directors of Misamis Oriental I Rural Electric Service Cooperative, Inc. (MORESCO-1), representing District 11 – Talakag and the 11 hinterland barangays of Cagayan de Oro City, during the district election held this morning at Talakag Central School (TCS).

Noble, who ran as the lone qualified candidate, was proclaimed following the formal opening of the ballot box and completion of the prescribed electoral process. His candidacy had earlier been affirmed by the Screening Committee through Resolution No. 04, Series of 2026, declaring him qualified to run after meeting all eligibility requirements under the guidelines of the National Electrification Administration (NEA) and MORESCO-1 policies .

The proclamation and induction into office were conducted by the District Election Committee (DECOM), in the presence of cooperative officials, stakeholders, and members of the Noble family, who gathered in strong support of the newly elected director.

Among those who witnessed the event were members of the MORESCO-1 Board of Directors, including Philbert Jaramillo (Laguindingan), Susan M. Baculo (Gitagum), and John Derrick M. Lorono (El Salvador), along with General Manager Engr. Collen B. Tarcelo, PEE. Their presence underscored the cooperative’s continued commitment to transparent, participatory, and rules-based governance.

Also present were key members of management and the Screening Committee, including OIC Institutional Services Department Manager Marebec O. Cagalawan, Engineering Services Department Manager Marlon P. Guinita, REE, Finance Services Manager Kristina Rae A. Guanzon, CPA, Talakag Service Area Manager Engr. Reniel Cabantac, and Corporate Affairs Department Manager Atty. Fatima Alemania-Tan, reflecting strong institutional support for the democratic processes of the cooperative.

Noble, 25, is a businessman and a graduate of Bachelor of Science in Business Administration major in Marketing from Xavier University. A resident of Talakag, Bukidnon, he brings with him a new generation of leadership to the MORESCO-1 Board, representing both the municipality and the hinterland communities of Cagayan de Oro City.

His election marks the beginning of his first term as Board Member, with his oath of office scheduled during the upcoming Franchise-Wide Annual General Membership Assembly (AGMA) on May 16, 2026. As MORESCO-1 continues to uphold its mandate of delivering reliable and responsive electric service, Noble’s entry into the Board reflects the cooperative’s enduring commitment to inclusive representation and leadership renewal across its franchise area.
