Project Revenue Shield earns top recognition for AI-powered, data-driven approach to reducing non-technical system losses

Another milestone for MORESCO-1 as General Manager Engr. Collen B. Tarcelo, PEE, together with Learning Team 3, earned the BEST ACTION LEARNING PROJECT (ALP) recognition under the Asian Institute of Management (AIM) Postgraduate Certificate Program in Electric Cooperative General Management.

The winning Action Learning Project, titled “PROJECT REVENUE SHIELD – Revenue Protection Intelligence (RPI): Reducing System Losses Through AI-Powered Revenue Intelligence and Consumer Analytics,” presents a proactive, data-driven framework for non-technical loss reduction in a Philippine electric cooperative.

As part of the academic requirements of the AIM postgraduate certificate program, the 31 General Managers comprising Cohort 2 were organized into four Action Learning Teams, each tasked to develop and present strategic, real-world project proposals addressing key challenges and opportunities confronting the Philippine electric cooperative sector.

For Learning Team 3, the focus was on a persistent operational challenge: electric cooperatives may already possess substantial information from billing records, meter readings, GIS and survey data, yet disconnected systems, manual analysis, and delayed field interventions can prevent these data from being translated into timely and effective revenue-protection action.

GM Tarcelo served as one of the lead presenters of Learning Team 3, taking an active role in presenting and defending Project Revenue Shield before the panel. The team identified critical operational pain points, including coverage gaps, weak targeting of high-risk accounts, slow detection of irregularities, underutilization of available data, manual review processes, and delayed field action.

Through Revenue Protection Intelligence (RPI), the project proposes harnessing AI-powered revenue intelligence and consumer analytics to integrate and analyze available operational data, identify potentially high-risk accounts, improve the prioritization of field validation, and enable faster and more informed revenue-protection interventions. The framework seeks to shift revenue protection from a largely reactive process toward a proactive, intelligence-driven operating model.

Learning Team 3 brought together electric cooperative leaders from across the country: GM Elvie Tanggawohn-Joven – Kalinga-Apayao; GM Zandro R. Gestiada – Camarines Norte; GM Virgilio C. Fortich, Jr. – Cebu III; GM Gerardo N. Oledan – Biliran; GM Collen B. Tarcelo – Misamis Oriental; GM Elvera S. Alngog – Northern Davao; GM Rolando B. Perante – Surigao del Sur I; and GM Rez Contrivida – Palawan.

The recognition of Project Revenue Shield as the Best Action Learning Project demonstrates the value of combining executive leadership, technology, analytics, and practical field experience in developing solutions to some of the electric distribution sector’s most pressing operational concerns.

For MORESCO-1, the achievement also reflects its continuing pursuit of smarter systems, stronger revenue protection, operational efficiency, and innovation-driven electric service for its Member-Consumer-Owners.

After completing an intensive month-long program from June 29 to July 30, 2026, the graduates have strengthened their leadership, governance, and management competencies essential to advancing the mission of electric cooperatives and delivering better service to member-consumer-owners across the country.

As a meaningful keepsake of their journey, the graduates unveiled their Leadership Brand Statements, a distinctive alternative to the traditional yearbook that reflects each participant’s personal leadership philosophy, commitment to service, and vision for the future of the electric cooperative sector.

The program, developed in partnership with the Asian Institute of Management (AIM), reflects PHILRECA and NAGMEC’s continuing commitment to investing in the professional development of electric cooperative leaders and fostering excellence in the rural electrification sector.

PHILRECA and NAGMEC also express their sincere appreciation to AIM, its faculty, and all resource persons for sharing their expertise and making the program a meaningful learning experience.

We have lost not only a distinguished leader but one of the pioneering pillars of the electric cooperative movement in Mindanao.

Today, we honor the life, legacy, and extraordinary public service of Former Congressman Melvyn D. Eballe—the first General Manager of MORESCO I, former APEC Party-List Representative during the 11th Congress, former President of PHILRECA, former President of the Northeastern Mindanao Electric Cooperatives Association (NOREMECA, now NORMECA), and President Emeritus of AMRECO.

Congressman Eballe dedicated his life to a mission far greater than the electrification of communities. He believed that bringing electricity to the countryside meant bringing hope, opportunity, dignity, and progress to generations of Filipino families. Through his visionary leadership, steadfast commitment, and genuine concern for rural communities, he helped strengthen the electric cooperative movement and inspired countless leaders to continue the mission of inclusive and sustainable development.

As the pioneering General Manager of MORESCO I, he laid the foundations upon which the Cooperative continues to build today. As a legislator and national leader of the electric cooperative sector, he tirelessly championed policies and initiatives that advanced rural electrification, protected the interests of electric cooperatives, and empowered millions of member-consumer-owners throughout the country. His leadership reached far beyond institutions—it touched lives, transformed communities, and helped illuminate the future of Mindanao.

His passing leaves a profound void in the hearts of those who had the privilege of working alongside him and in the communities that benefited from his unwavering dedication. Yet while we mourn his loss, we also celebrate a life lived with purpose, integrity, humility, and an enduring commitment to public service.

The light he helped bring to countless homes will continue to shine as a lasting testament to his life’s work. His vision, wisdom, and legacy will remain a guiding beacon for present and future generations of electric cooperative leaders who continue the noble mission he so passionately embraced.

To the bereaved family, friends, colleagues, and the entire electric cooperative community, we extend our deepest sympathies and heartfelt prayers. May you find strength and comfort in the knowledge that Congressman Melvyn D. Eballe lived a life of remarkable service whose impact will continue to be felt for generations.
