We have lost not only a distinguished leader but one of the pioneering pillars of the electric cooperative movement in Mindanao.

Today, we honor the life, legacy, and extraordinary public service of Former Congressman Melvyn D. Eballe—the first General Manager of MORESCO I, former APEC Party-List Representative during the 11th Congress, former President of PHILRECA, former President of the Northeastern Mindanao Electric Cooperatives Association (NOREMECA, now NORMECA), and President Emeritus of AMRECO.

Congressman Eballe dedicated his life to a mission far greater than the electrification of communities. He believed that bringing electricity to the countryside meant bringing hope, opportunity, dignity, and progress to generations of Filipino families. Through his visionary leadership, steadfast commitment, and genuine concern for rural communities, he helped strengthen the electric cooperative movement and inspired countless leaders to continue the mission of inclusive and sustainable development.

As the pioneering General Manager of MORESCO I, he laid the foundations upon which the Cooperative continues to build today. As a legislator and national leader of the electric cooperative sector, he tirelessly championed policies and initiatives that advanced rural electrification, protected the interests of electric cooperatives, and empowered millions of member-consumer-owners throughout the country. His leadership reached far beyond institutions—it touched lives, transformed communities, and helped illuminate the future of Mindanao.

His passing leaves a profound void in the hearts of those who had the privilege of working alongside him and in the communities that benefited from his unwavering dedication. Yet while we mourn his loss, we also celebrate a life lived with purpose, integrity, humility, and an enduring commitment to public service.

The light he helped bring to countless homes will continue to shine as a lasting testament to his life’s work. His vision, wisdom, and legacy will remain a guiding beacon for present and future generations of electric cooperative leaders who continue the noble mission he so passionately embraced.

To the bereaved family, friends, colleagues, and the entire electric cooperative community, we extend our deepest sympathies and heartfelt prayers. May you find strength and comfort in the knowledge that Congressman Melvyn D. Eballe lived a life of remarkable service whose impact will continue to be felt for generations.

Though his earthly journey has come to its peaceful end, the light of his leadership, his compassion, and his lifelong dedication to empowering communities will continue to illuminate the path for all who follow.

The MORESCO-1 Board of Directors, Management Committee, whole workforce and stakeholders extend their warmest congratulations to Engr. Collen B. Tarcelo, PEE, on his official confirmation as General Manager of MORESCO-1.

This milestone affirms his exemplary leadership, steadfast commitment, and proven competence in steering the cooperative toward operational excellence and sustainable growth. Having successfully met the rigorous standards of the Selection and Hiring Process under the Performance Management Contract (PMC), Engr. Tarcelo’s appointment reflects the trust and confidence reposed in him by both the National Electrification Administration and the entire MORESCO-1 community.

With his guidance, MORESCO-1 is poised to further strengthen its mission of delivering reliable, efficient, and future-ready electric service—truly embodying our commitment to “Energizing Development. Empowering Lives.”

MEET OUR NEW BOARD DIRECTOR OF LAGUINDINGAN – ENGR. PHILIBERT “BOBBY” R. JARAMILLO

This morning, Saturday, September 13, 2025, at around 9:00 AM, MORESCO-1 officially proclaimed Engineer Philibert Rodriguez “Bobby” Jaramillo as the newly elected Board of Director for District 7 – Laguindingan.

A proud son of Zone 3, Barangay Poblacion, Laguindingan, Misamis Oriental, Director Jaramillo is a man deeply rooted in his community. Affectionately called “Bobby” by his close friends and relatives, he is married to Melbeth P. Sabaña–Jaramillo and a devoted father to their children: Philip Robert, Mil Troy, and Philibert Jr.

Director Jaramillo brings with him a strong professional background. A licensed Mechanical Engineer, he graduated with a Bachelor of Science in Mechanical Engineering from Cagayan de Oro College in 1988. He built his career as a dedicated employee of Nestlé Philippines, where he served in the Industrial Services Unit before retiring. His years of experience in engineering and operations bring valuable insight to MORESCO-1’s continuing mission of providing reliable and sustainable power to its Member-Consumer-Owners (MCOs).

Running unopposed, Director Jaramillo’s proclamation was officially declared by the District Election Committee (DECOM), composed of Chairman Anthony Y. Pacamalan, Secretary Imelda Pingoy Galaritta, and Member Marcel Tagalogon. The event was witnessed by MORESCO-1 officials: Engr. Collen B. Tarcelo, PEE, General Manager; the District Election Screening Committee led by OIC-ISDM Marebec O. Cagalawan, Finance Services Manager Kristina Arengo-Guazon, Engineering Services Department Manager Engr. Marlon P. Guinita, Laguindingan Service Area Manager Engr. Marjun P. Lagumbay, Jr., along with the dedicated staff of the Institutional Services Department (ISD) who facilitated the smooth conduct of the elections.

The MORESCO-1 family warmly welcomes Director Philibert “Bobby” R. Jaramillo into the fold. His leadership and dedication will undoubtedly strengthen MORESCO-1’s commitment to empowering communities, uplifting lives, and advancing the interests of MCOs not only in Laguindingan but throughout the entire coverage area of MORESCO-1.
