The scope of technical requirements or specifications are outlined in the Bid Documents to be provided to all interested bidders upon application addressed to the Chairman of Bids and Awards Committee and payment of the corresponding bid fee as stated above.
The project shall be bid in accordance with the provisions of R.A. 10531.
Attendees to the pre-bid conference are only the prospective bidders who have bought bid documents, or their authorized representative (duly notarized).
Bidders shall submit samples as required. BAC thru TWG, with proper labelling and accompanied by delivery receipt.
Bid Security must be 2% of the Approved Budget of the Contract (ABC) in the form of cash, cashier’s check or manager’s check and Bank Guarantee only.
MORESCO-1 hereby reserves the right to waive any formality in the responses, accepts or rejects any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or party.

PURPOSE AND RESPONSIBILITIES OF THE TPBAC • The TPBAC shall spearhead and manage the Competitive Selection Process (CSP) of MORESCO-1
• The TPBAC shall comply with the policy and procedures in the conduct of CSP pursuant to the DOE Department Circular No. 2018-02-003 entitled:
“Adopting and Prescribing the Policy for the Competitive Selection Process in the Procurement by the Distribution Utilities of Power Supply Agreement for the Captive Market” and the DOE Department Circular No. 2021-09-0030
“Amending certain provisions of and supplementing department circular no. DC2018-02-003 on the competitive selection process in the procurement by the DU of PSA for the Captive Market”
• The TPBAC shall be accountable to its decision in the conduct of the CSP; Provided, however that the DU shall bear the expenses for any dispute or litigation arising from the CSP.
QUALIFICATIONS:
D. SPECIFIC QUALIFICATIONS: • A lawyer of good standing in the Integrated Bar of the Philippines and have been engaged in the practice of law for at least two (2) years; Or • A person knowledgeable in technical operations who must be a licensed electrical engineer and a member of good standing in the Institute of Integrated Electrical Engineers of the Philippines and have been engaged in the practice of his/her profession for at least five (5) years;
E. ADDITIONAL QUALIFICATIONS: • Must be a bonafide member of MORESCO-1 belonging to the captive market; • Must not have any pending administrative and/or criminal case before any court/authorized body and has never been found guilty/convicted of any administrative offense and/or crime; • Must not be directly or indirectly employed in MORESCO-1 within one (1) year from the conduct of the CSP; • Must not have, and must not be connected or affiliated with a person, firm, or entity who has, an outstanding dispute or pending financial obligations with MORESCO-1 in any case, whether civil, criminal, or administrative. Outstanding dispute refers to any pending judicial/quasi-judicial, administrative, or alternative dispute resolution process with MORESCO-1; • Must not be a member of the TPBAC of another DU; • Must not be employed, connected or affiliated with, or engaged by an electric power industry participant ( or any person or entity engaged in the generation, transmission, distribution, or supply of electricity) for at least one (1) year immediately preceding the appointment; F. CONTINUING RESTRICTIONS: o Must keep confidential all information accessed in the course of and during period of acting as captive customer representative-member of the TPBAC; o Must execute an undertaking that he/she shall not be employed, affiliated with or engaged by an electric power industry participant (or any person or entity engaged in the generation or supply of electricity) for at least one (1) year after acting as captive customer representative-member of the TPBAC.
