In the true spirit of “Bayanihan,” the Northern Mindanao Electric Cooperatives Association (NORMECA) has once again responded to the national call for solidarity by deploying its contingents under Task Force Kapatid: Bicolandia, in aid of the electric cooperatives severely affected by Super Typhoon “Uwan.”
The official send-off took place today, November 13, 2025, at the MORESCO-1 Headquarters in Laguindingan, where line warriors and technical crews from the eight member-electric cooperatives of NORMECA gathered before embarking on their mission to help restore power in devastated areas across the Bicol Region.
Super Typhoon Uwan unleashed massive destruction across Luzon, crippling po
wer distribution facilities and leaving thousands of households in the dark. The Bicol Electric Cooperatives Association, Inc. (BECA) issued an urgent appeal for assistance, as the magnitude of damage overwhelmed local restoration teams.
Among the BECA member-ECs requiring Task Force Kapatid reinforcement are:
- Albay Electric Cooperative, Inc. (ALECO) – 3 teams
- Camarines Sur IV Electric Cooperative, Inc. (CASURECO IV) – 5 teams
- First Catanduanes Electric Cooperative, Inc. (FICELCO) – 8 teams
In coordination with the National Electrification Administration (NEA), National Association of General Managers of Electric Cooperatives (NAGMEC) and the Philippine Rural Electric Cooperatives Association, Inc. (PHILRECA), NORMECA swiftly mobilized its member cooperatives to join hands for this humanitarian and technical mission.
Representing the strength and unity of Northern Mindanao, the Task Force Kapatid: Bicolandia contingent includes line teams from the following cooperatives:
- Misamis Oriental 1 Rural Electric Service Cooperative, Inc. (MORESCO-1)
- Misamis Oriental 2 Electric Cooperative, Inc. (MORESCO-2)
- Misamis Occidental 1 Electric Cooperative, Inc. (MOELCI-1)
- Misamis Occidental 2 Electric Cooperative, Inc. (MOELCI-2)
- First Bukidnon Electric Cooperative, Inc. (FIBECO)
- Bukidnon Second Electric Cooperative, Inc. (BUSECO)
- Camiguin Electric Cooperative, Inc. (CAMELCO)
- Lanao del Norte Electric Cooperative, Inc. (LANECO)
These eight cooperatives form the backbone of NORMECA’s response team—once again proving that unity among ECs transcends regional boundaries when the call to serve arises.
The contingent, led by Engr. Antonio Obice, PHILATMEC Region 10 President, assembled at 11:00 A.M. at the MORESCO-1 compound before proceeding to Dapitan City Port (Puluan) for embarkation. From there, the teams will travel to Cebu and mobilize toward their assigned restoration areas in Bicol.
Personnel readiness and safety remain top priorities, with all linemen and support staff undergoing equipment checks, documentation verification, and safety briefings prior to deployment.
As NORMECA and its member-electric cooperatives stand shoulder-to-shoulder with their Bicol counterparts, this mission underscores the unwavering commitment of the electric cooperative movement to service beyond boundaries — lighting not just homes, but also rekindling hope in disaster-stricken communities.
