MORESCO-1, DOE, ERC, and DSWD jointly rolled out Lifeline Rate Subsidy Accelerated Registration Caravan in El Salvador City

EL SALVADOR CITY (February 18, 2024). The Energy Regulatory Commission (ERC) found itself immersed in yet another eventful weekend as it partnered once again with the Department of Energy (DOE) and the Department of Social Welfare and Development (DSWD) to conduct informative sessions on the Lifeline Rate subsidy program in Mindanao.

On February 18, 2024, the ERC, DOE, and DSWD convened in El Salvador City, Misamis Oriental, to extend their Mindanao-wide initiative of information and education campaigns (IECs) regarding the Lifeline program. This endeavor was made possible through the collaborative efforts of these agencies with the local government unit of El Salvador City and the Misamis Oriental I Rural Electric Service Cooperative (MORESCO I).

The previous Saturday, February 17, 2024, both beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) and non-4Ps beneficiaries participated in the IEC held in Cagayan de Oro City. This event was organized in coordination with the local government of Cagayan de Oro and the Cagayan Electric Power & Light Company, Inc. (CEPALCO).

MORESCO-1 oversaw the Sinaloc leg in El Salvador, with operational support provided by the Institutional Services Department (ISD) Teams, along with assistance from the Laguindingan and Opol Service Area Teams and Customer Welfare Officers. Antonio S. Barcelona, the OIC Chief of the EPIMB-PMDD of the DOE, and Ms. Evelyn Baula, Energy Regulatory Officer II of the ERC Consumer Affairs Service-Mindanao Area Operations, conducted overviews of the Lifeline IRR | RA 11552.

The two (2) Misamis Oriental IECs drew an attendance of around 1,000 participants. The ERC, DOE, and DSWD also brought registration caravans to encourage qualified marginalized end-users (QMEs) to register to the electricity subsidy program and avail its benefits.

MORESCO-1’S HOST MUNICIPALITY-LAGUINDINGAN GOT ALL-TIME HIGHEST ATTENDANCE IN 2023 AGMA SEQUENTIALS

With a combined number of attendances of 890 in all venues, Laguindingan (District 7) ranked first in attendance scores today May 16, 2023.  Laguindingan’s Gymnasium as AGMA viewing center got packed at 760 pax, Zoom Platform got 118 onboards and the 12 MCO Leaders cum discussants and movants who joined in the 2023 M1 AGMA Hub in Emmanuel Pelaez Training Center Function Hall in MORESCO-1, Laguindingan contributed to the numbers.

Laguindingan’s 890 attendees is quite a high jump from Naawan’s  770 MCO-attendees who held the record of highest attendance straight two weeks.

Laguindingan, is a 4th class municipality in the province of Misamis Oriental, Philippines. According to the 2022 census, it has a population of 26,363 people.

Its most notable landmark is the Laguindingan Airport, located between Cagayan de Oro and Iligan, earning the appellation, “Gateway to Northern Mindanao”.

MORESCO-1, came into being as a result of the survey and feasibility study carried out in 1967 by a team contracted by the United States Agency for International Development (USAID), with the U.S National Rural Electric Service Cooperative Association (NRECA). NRECA also furnished advisors to MORESCO, a system complete with generating facilities. MORESCO-1 established its headquarters in Laguindingan three years after its inception.

Thanks to the leadership of Laguindingan Director Nonito M. Labis, DVM, Community organizer Roland Barangot and the close coordination of Laguindingan Service Area Manager Engr. Margarito Lagumbay Jr. and the entire MORESCO-1 staff of Laguindingan Service Area, the assistance and support of MORESCO-1 employees as well in its thrust to empower MCO engagement in EC affairs.
