  • All bids must be accompanied by a Bid Security equivalent to 2% of the Approved Budget for the Contract (ABC).

Rest in eternal peace, Congressman Melvyn D. Eballe.

We have lost not only a distinguished leader but one of the pioneering pillars of the electric cooperative movement in Mindanao.

Today, we honor the life, legacy, and extraordinary public service of Former Congressman Melvyn D. Eballeโ€”the first General Manager of MORESCO I, former APEC Party-List Representative during the 11th Congress, former President of PHILRECA, former President of the Northeastern Mindanao Electric Cooperatives Association (NOREMECA, now NORMECA), and President Emeritus of AMRECO.

Congressman Eballe dedicated his life to a mission far greater than the electrification of communities. He believed that bringing electricity to the countryside meant bringing hope, opportunity, dignity, and progress to generations of Filipino families. Through his visionary leadership, steadfast commitment, and genuine concern for rural communities, he helped strengthen the electric cooperative movement and inspired countless leaders to continue the mission of inclusive and sustainable development.

As the pioneering General Manager of MORESCO I, he laid the foundations upon which the Cooperative continues to build today. As a legislator and national leader of the electric cooperative sector, he tirelessly championed policies and initiatives that advanced rural electrification, protected the interests of electric cooperatives, and empowered millions of member-consumer-owners throughout the country. His leadership reached far beyond institutionsโ€”it touched lives, transformed communities, and helped illuminate the future of Mindanao.

His passing leaves a profound void in the hearts of those who had the privilege of working alongside him and in the communities that benefited from his unwavering dedication. Yet while we mourn his loss, we also celebrate a life lived with purpose, integrity, humility, and an enduring commitment to public service.

The light he helped bring to countless homes will continue to shine as a lasting testament to his life’s work. His vision, wisdom, and legacy will remain a guiding beacon for present and future generations of electric cooperative leaders who continue the noble mission he so passionately embraced.

To the bereaved family, friends, colleagues, and the entire electric cooperative community, we extend our deepest sympathies and heartfelt prayers. May you find strength and comfort in the knowledge that Congressman Melvyn D. Eballe lived a life of remarkable service whose impact will continue to be felt for generations.

Though his earthly journey has come to its peaceful end, the light of his leadership, his compassion, and his lifelong dedication to empowering communities will continue to illuminate the path for all who follow.
