Following a successful Visayas run and caravans from Ozamis and Dipolog cities, the Energy Regulatory Commission (ERC), along with the Department of Energy (DOE), and Department of Social Welfare and Development (DSWD), brought the information dissemination campaign on the Lifeline Rate program in Mindanao.
This coming Sunday, 18 February 2024, the ERC, DOE, and DSWD, in partnership with the Misamis Oriental 1 Rural Electric Service Cooperative, Inc. (MORESCO-1) and the El Salvador City local government unit, will be in Sinaloc Covered Court in Brgy Sinaloc, El Salvador City to conduct an information and dissemination campaign (IEC) on the subsidy program.
Part of the campaign is also the on-site registration caravan to encourage more member-consumer-owners from low-income households to avail the discount on MORESCO-1 electricity bills.
The ERC, which will be led by Ms. Evelyn Baula, Energy Regulation Officer II of ERC-Consumer Affairs Service, Mindanao Area Operations Division, and speakers from other agencies will orient the qualified marginalized end-users (QMEs) on how to avail the subsidy in the hopes of mitigating the rising cost of electricity. The scope of technical requirements or specifications are outlined in the Bid Documents to be provided to all interested bidders upon application addressed to the Chairman of Bids and Awards
Committee and payment of the corresponding bid fee as stated above.
The project shall be bid in accordance with the provisions of R.A. 10531.
Attendees to the pre-bid conference are only the prospective bidders who have bought bid documents, or their authorized representative (duly notarized).
Bidders shall submit samples as required. BAC thru TWG, with proper labelling and accompanied by delivery receipt.
Bid Security must be 2% of the Approved Budget of the Contract (ABC) in the form of cash, cashier’s check or manager’s check and Bank Guarantee only.
MORESCO-1 hereby reserves the right to waive any formality in the responses, accepts or rejects any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or party.

February 8, 2024. MORESCO-1 Covered Court, Laguindingan – This time, nearly 250 Barangay MCO Officers, comprising Presidents and Secretaries, participated in a Capacity Building Workshop focusing on Bridging Leadership and Transformational Engagement. Facilitated by Dr. Dixon Yasay, a consultant guiding MORESCO-1’s organizational empowerment journey, the workshop aimed to enhance the skills of barangay leaders and key process owners within MORESCO-1 through innovative and interactive exercises.
Edna S. Putian-Diango, Institutional Services Manager, elucidated the roles of BMCOO and its officers in advancing the aspirations of MCOs from the barangay level up to the electric coop, emphasizing the importance of aligning with the current transformative journey and reimagining the role of MCOs. As bridging leaders, they must reconnect the EC with the MCOs, echoing the original concept of the EC being owned by those it serves. This entails addressing societal divides and inequities by convening MCOs to collaborate on solutions.
Member Customer Development Chief, Rio M. Vallejo, delved into discussions regarding the HeartFund Campaign and its execution, as well as upcoming events like the 2024 Hybrid Sequential Annual General Membership Assembly scheduled from May 2 to 18.
