MORESCO-1, AMRECO Convenes MCO Virtual Summit to Uphold Consumer Rights in Power Sector

March 17, 2026 — The Association of Mindanao Rural Electric Cooperatives, Inc. successfully convened its MCO Virtual Summit today March 17, 2026, bringing together Member Consumer Organization (MCO) leaders, electric cooperatives, and affiliated groups across Mindanao in a unified stand for consumer rights and public interest in the power sector.

Held in observance of World Consumer Rights Day, the summit marked a significant milestone as a coordinated campaign opposing the privatization of electric cooperatives. Participants, including EC MCO leaders, electricians’ associations, National Confederation of Electric Consumers for Reforms, and other organized EC-affiliated groups, joined the virtual engagement while physically assembling in their respective electric cooperative offices under the supervision of General Managers and the Institutional Services Department.

The activity, locally led by MORESCO-1’s ISD staff, emphasized the collective responsibility of electric cooperatives and their member-consumers to safeguard affordable, reliable, and publicly accountable electric service. The summit also reinforced the shared commitment of stakeholders to protect the integrity of rural electrification and ensure that electric power remains a service oriented toward community development rather than purely commercial interests.

With strong participation across the region, the MCO Virtual Summit had shown the growing solidarity among Mindanao electric cooperatives like MORESCO-1 in advancing consumer welfare, strengthening sectoral unity, and addressing emerging policy challenges in the energy landscape.

NOTICE OF BIDDING – BLEP – SEP 7 SITIOS BAYANGA TO TAGLIMAO, CDO (2023 SAVINGS)

The Misamis Oriental–1 Rural Electric Service Cooperative, Inc. (MORESCO-1), through its Bids and Awards Committee (BAC), invites interested and eligible bidders to participate in the bidding for the project:

The project covers the supply of labor and various distribution line materials, housewiring materials, service assembly units, duplex service drop wires, and kWh meter installation components required for the electrification of identified household connections.

The Approved Budget for the Contract (ABC) is Php 63,022,344.55 (VAT Inclusive).
Interested bidders may obtain the bidding documents from the BAC Secretariat of MORESCO-1 upon payment of a non-refundable bid fee of Php 50,000.00.

Schedule of Activities

  • Issuance of Bid Documents: March 11 – April 1, 2026 (until before the opening of bids)
  • Pre-Bidding Conference: March 19, 2026 – 1:00 PM
  • Opening of Bids: April 1, 2026 – 9:00 AM
  • Post-Qualification: April 2–10, 2026 – 1:00 PM
  • Notice of Award: Last week of April 2026

The delivery period for the project shall be 135 days upon receipt of Notice to Proceed (NTP) until completion and energization.

All bids must be accompanied by a Bid Security equivalent to 2% of the ABC in the form of Cash, Cashier’s/Manager’s Check, Bank Draft/Guarantee, or an Irrevocable Letter of Credit issued by a Universal or Commercial Bank.

MORESCO-1 reserves the right to waive any formality in the responses, accept or reject any bid, annul the bidding process, or reject all bids at any time prior to contract award, without incurring any liability to the affected bidder or party.
