
The National Electrification Administration (NEA) Board of Administrators has officially approved the appointment of Dr. Nonito M. Labis, DVM as NEA Representative to the Board of Directors of MORESCO-1 for a term of one (1) year, effective October 16, 2025 until October 17, 2026, unless sooner recalled.
Dr. Labis’ installation took place on November 3, 2025, at the MORESCO-1 Board Room in Laguindingan, Misamis Oriental. The brief but significant ceremony was witnessed by the MORESCO-1 Board of Directors, members of the Management Committee, and selected employees.
As NEA Representative, Dr. Labis is mandated to perform key oversight and advisory functions to strengthen governance and policy alignment between MORESCO-1 and NEA. Among his duties are:
- Participation in Board Deliberations – Attending all MORESCO-1 Board meetings and actively engaging in discussions and deliberations on agenda items, issues, and concerns;
- Advisory Role – Providing sound guidance to the Board to ensure efficient, productive, and harmonious conduct of meetings;
- Policy Alignment – Ensuring that all MORESCO-1 policies are consistent with NEA’s existing policies, rules, and regulations;
- Reporting – Submitting monthly accomplishment and status reports to the NEA Administrator; and
- Other Functions – Carrying out additional tasks as may be prescribed by NEA.
His appointment is pursuant to NEA Memorandum No. 2024-49, dated May 9, 2024, entitled “Revised Guidelines on the Selection and Appointment of a NEA Representative to the Electric Cooperative (EC) Board of Directors (3rd Revision).”
The appointment was signed by NEA Administrator Antonio Mariano C. Almeda, affirming NEA’s continuing commitment to ensure effective governance, accountability, and alignment of all electric cooperatives with national electrification policies.
