MORESCO-1 Echoes PHILRECA and ERC’s Compassion-Driven Consultation and Dialogue for Consumer Welfare Desk Officers

Laguindingan, Misamis Oriental, November 14. 2025 — In a continued effort to strengthen frontline service and elevate consumer welfare standards within the electric cooperative sector, MORESCO-1 conducted a re-echo session of the recently launched “From Compliance to Compassion: Empowering Frontline Service” consultation and orientation program of the Philippine Rural Electric Cooperatives Association, Inc. (PHILRECA) and the Energy Regulatory Commission–Consumer Affairs Service (ERC-CAS).

The local re-echo activity was initiated by the MORESCO-1 Institutional Services Department (ISD) through Member-Customer Development Chief Rio M. Vallejo, OIC-ISD Manager Marebec O. Cagalawan, and MCIRO Ivy Grace S. Fabrigas. Participants included Consumer Welfare Officers and field personnel from the Talakag Service Area, Manticao Service Area, Laguindingan Service Area, and Opol Service Area.

This initiative ensures that MORESCO-1’s organic Consumer Welfare Officers (CWOs) receive the same perspectives, learnings, and advocacies shared during the national workshop—anchoring their roles not only on regulations but also on compassion and empathy in service delivery.

MORESCO-1’s RAFEA Holds “Golden Care Day” — A Heartwarming CSR for Senior Citizens

LAGUINDINGAN, Misamis Oriental — October 30, 2025.


The MORESCO-1 Rank and File Employees Association (RAFEA) successfully staged its first-ever Corporate Social Responsibility (CSR) activity dedicated to senior citizens, dubbed “GOLDEN CARE DAY,” held at the Laguindingan Covered Court.

In celebration of Senior Citizens’ Month, RAFEA extended its care and appreciation to the elderly community through a day of pampering, wellness, and heartfelt interaction.

The event featured free haircuts, massages, and hair coloring services, courtesy of volunteer barbers, massage therapists, and RAFEA ladies. More than just grooming and relaxation, the initiative became a meaningful avenue to express gratitude and respect for the invaluable contributions of our Lolos and Lolas in the community.

In his message, RAFEA President Engineer Michael Jason Estrera expressed gratitude to all participants and volunteers who made the activity possible.

“Activities like this affirm our association’s role not only in promoting employees’ welfare but also in building a culture of collaboration and mutual respect within and outside the organization,” Estrera shared.

The Golden Care Day marks a milestone for RAFEA as it broadens its outreach beyond the workplace, strengthening MORESCO-1’s commitment to community service and compassion.

As the event concluded, laughter, music, and the warm smiles of the elderly reflected the true spirit of the celebration — that care knows no age, and service shines brightest when shared. ????

Congressman Maxie Rodriguez Graces M1 Ceremonial Energization in Canitoan for SEP 2022 Beneficiaries

CALAANAN, CANITOAN, CAGAYAN DE ORO CITY | October 24, 2025 — Joy, rhythm, and light filled the Zone 5 Calaanan–Canitoan Covered Court as MORESCO-1, through the Sitio Electrification Program (SEP), formally turned over MCO Certificates to beneficiary households — officially transferring ownership of housewiring materials, meters, and other paraphernalia energized during 2023–2024. These newly electrified communities now stand as bright symbols of progress, partnership, and hope.

The event was both a literal and symbolic celebration of light. Residents witnessed the switching-on ceremony that marked their journey from darkness to illumination — a collective step toward inclusion and development. The ever-vibrant M1 Powerdance set the stage aglow with their lively performance, embodying the community’s shared spirit of unity and celebration.

Barangay Captain Hon. Lancelot Padla opened the ceremony with heartfelt gratitude to MORESCO-1 for its unwavering commitment to electrifying even the most remote sitios and puroks of Canitoan. Messages of support followed from Congressman Maximo “Maxie” Rodriguez of ABAMIN Party-list, Cagayan de Oro City Vice Mayor Jocelyn “Bebot” Rodriguez, represented by Mr. Pete Vamenta, MORESCO-1 Board President Joy Gil S. Mahinay, General Manager Engr. Collen B. Tarcelo, and Director Ritchie Veluz, Board Director for Opol, Four Barangays (CDO), and Talakag District caretaker.

One of the event’s most memorable moments was the Ceremonial Turnover of the Certificate of Completion and Symbolic Energization, led by Congressman Rodriguez, President Mahinay, GM Tarcelo, Dir. Veluz, Hon. Padla, and the sitio beneficiaries. This milestone did not merely signify the completion of infrastructure — it symbolized the empowerment of communities and the realization of their long-awaited dream of access to power.

The SEP 2022 projects in Canitoan began in 2022 and reached full energization between late 2023 and early 2024. Today’s ceremony stood as both a formal turnover and a symbolic culmination of MORESCO-1’s continuing mission to light every home and empower every household under its service coverage.

In his closing message, Engr. Ray S. Cagubcub, MORESCO-1 Opol Service Area (OSA) Manager, underscored the greater meaning of the initiative:

“This project is more than poles and wires — it’s about bringing hope, opportunity, and progress closer to the people.”
