The Misamis Oriental-1 Rural Electric Service Cooperative, Inc. (MORESCO-1), through its Bids & Awards Committee (BAC) hereby invites interested and eligible bidders to bid for the following procurement.

I. SCADA Software Dual Server and Peripherals The base SCADA license includes data acquisition, data processing, alarm and event processing, and historical data management functions. It also includes the STC Explorer database editor which includes editing tools for database points, access control, control zones, system parameters, station cloning, point modelling, and setup of advanced applications. Other features include command sequencing, alarm suppression, event data recording and archiving, map board driver, SCADA Add-in Report and remote alarm annunciation. Note: SCADA software licenses are valid for up to 10,000 points. (SEE DETAILS IN THE ATTACHED INFOGRAPHIC)
The scope of technical requirements or specifications are outlined in the Bid Documents to be provided to all interested bidders upon application addressed to the Chairman of Bids and Awards Committee and payment of the corresponding bid fee as stated above.


The project shall be bid in accordance with the provisions of R.A. 10531.

Attendees to the pre-bid conference are only the prospective bidders who have bought bid documents, with their authorized representative (duly notarized).

Bidders shall submit samples as required. BAC thru TWG, with proper labelling and accompanied by delivery receipt.

Bid Security must be 2% of the Approved Budget of the Contract (ABC) in the form of cash, cashier’s check or manager’s check and Bank Guarantee only.

MORESCO-1 hereby reserves the right to waive any formality in the responses, accepts or rejects any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or party.

The NGCP or National Grid Corporation of the Philippines is a privately owned corporation in charge of operating, maintaining, and developing the country’s state-owned power grid, an interconnected system that transmits gigawatts of power at thousands of volts from where it is made to where it is needed.

Generators like GNK and San Miguel Power produce electricity, which is then increased to high voltage by transformers and sent to transmission lines. The transmission system (NGCP) moves the electricity over long distances to local distribution systems, where it is transformed to a lower voltage, so it can be safely delivered (d istributed) by distribution companies and electric cooperatives like MORESCO-1 to consumers.

POWER RATE ADVISORY FOR APRIL 2022 – P12.61 / KWH

PAHIBALO PARA SA TANAN NATONG MGA MEMBER-CONSUMER-OWNERS (MCOs)

MAO KINI ANG ATONG “POWER RATES UPDATE” alang sa atong mga RESIDENTIAL CONSUMERS para sa Billing Month sa ABRIL 2022 : P12.61 / kWh.

Adunay pagkunhod sa presyo sa kuryente balor ug P0.5288 centavos kada kWh tungod kay ang Systems Loss Rate miubos apil na usab ang Transmission Rate, ug Generation Rate. Hinoon ang misaka mao ang Power Act Reduction Rate.

Gusto natong ipahinumdom sa tanang mga MCOs nga ang taripa sa MORESCO-1 striktong ginapasubay ug gina-regulate sa Energy Regulatory Commission (ERC). Maong ang atuang Power Bill Computation naka-base sa mga balaud nga gina-pagawas sa ERC, kung diin:


1. GENERATION, TRANSMISSION ug GOVERNMENT CHARGES – Ihan-ay kini isip mga “Pass-Through Costs”. Tungod kay ang MORESCO-1 usa ka non-stock, non-profit, service oriented nga kooperatiba sa serbisyo sa kuryente, dili kita pwede magpa-tubo. Kung unsa gayud ang tinuod ug tataw nga palit sa pag-angkat sa kuryente gikan sa mga Power Generation Companies, mga gasto sa atong pag-gamit sa mga High Voltage Power Lines sa NGCP para maabot ang gipang-angkat nga kuryente ni MORESCO-1 sa iyang mga substations ug ang buluwisan sa kuryente, mao lamang sab ang sukton ug walay bisan pila ka sentimo nga nadugang.


2. DISTRIBUTION CHARGE – Kini mao ang galastohan sa pag-apud-apud sa kuryente nga mupa-ingon sa atuang MORESCO-1. Isip usa ka non-stock, non-profit, service oriented nga kooperatiba sa kuryente, ang taripa dili pwede magpa-ginansya, dapat igu lamang para sa atuang Operation, Maintenance ug Capital Expenditure Projects. Kini naka-basi sa ERC Rules for Setting Electric Cooperatives’ Wheeling Rates (RSEC-WR).


Kung tan-awon ang pag-ubos sa taripa nga mukabat Php0.5288 / kwh alang sa mga residential customers nagumikan sa pag-ubos sa mosunod:


1) Systems Loss Rate miubos ug Php 0.0699 /kWh2

2) Transmission Rate miubos balor ug P0.04893

3) Generation Rate balor ug P 0.3379 /kWh.

Bisan adunay pagsaka sa mosunod:

1) Power Act Rate Reduction misaka ug 0.0219


Mi’resulta sa atong effective residential rate balor ug Php 12.61 /kWh

Samtang and Low Voltage adunay kinatibuk’ang pag-ubos ug 0.4389 nga adunay effective rate balor ug Php11.8046 /kWh samtang ang High Voltage adunay kinatibuk’ang pag-saka ug 0.3760 ug adunay effective rate balor ug Php11.0137 /kWh.
