SUBJECT: ALERT STATUS ADVISORY FOR M1 FRANCHISE – MAY 2025 ELECTIONS

Pursuant to DOE Advisory 2025-04-002-SEC dated April 22, 2025, address to all Distribution Utilities to fully realize and ensure the effectiveness of the implementation of the Department Circular DC2018-05-0014 entitled ” Creating the Energy Task Force Election to Ensure Adequate and Reliable Energy Supply Before, During and After Elections ” and NEA Memo No. 2025-08 entitled ” Ensure Adequate And Reliable Power Supply Before, During and After The May 2025 National and Local Election”, The ESDM is placing the entire M1 Franchise under the following alert status:

YELLOW ALERT STATUS – MAY 9-10, 2025

YELLOW ALERT STATUS – MAY 9-10, 2025

RED ALERT STATUS – MAY 11-13, 2025

YELLOW ALERT STATUS – MAY 14-15, 2025

All functional and support groups under the M1 Election Preparation and Operation Committee 2025 are hereby fully activated.

TSA MECHANICAL OPERATION SPECIALIST

JOB OBJECTIVE

· Maintains Generator operation by completing inspections and preventive maintenance requirements; correcting deficiencies and keeping records.

TASK AND RESPONSIBILITIES

· Evaluate equipment condition by conducting inspections and diagnostic test; identifying worn and damaged parts.

· Perform preventive maintenance and repairs of equipment

· Performs maintenance of Generators, including changing oil and keeping units in good running condition.

· Contains cost by using warranty, evaluating service and parts options.

· Keeps supplies ready by inventorying stock; placing orders and verifying receipts.

· Prepare reports, maintains equipment records.

· Trouble shoots equipment failure.

· Maintains a clean and safe work environment.

· Complies with the technical regulatory requirements mandated by ERC.

· Updates job knowledge by participating educational opportunities;

reading technical and regulations publication.

· Assumes other responsibilities as assigned from time to time

QUALIFICATIONS

· Graduate of Mechanical Engineering Course

· At least one (2) year experience as Diesel Mechanic

· Resident in Franchise Area

Collen B. Tarcelo, PEE Installed as New General Manager of MORESCO-1

LAGUINDINGAN, MISAMIS ORIENTAL | May 2, 2025 — The Misamis Oriental-1 Rural Electric Service Cooperative, Inc. (MORESCO-1), one of the country’s leading electric cooperatives, officially welcomed its new General Manager, Engr. Collen B. Tarcelo, PEE, in a solemn installation ceremony held last Friday, May 2.

The installation was officiated by Atty. Omar M. Mayo, the Deputy Administrator for Electric Cooperative Management Services of the National Electrification Administration (NEA). Engr. Tarcelo, who previously served as the Engineering Services Department Manager of MORESCO-1, now takes the helm of the cooperative with a clear vision of continuing innovation, service excellence, and inclusive growth.

The ceremony gathered the MORESCO-1 family in full force, with the presence of GM Tarcelo’s family, the Board of Directors led by Board President Nonito M. Labis, DVM, and members of the Management Committee and employees. Also in attendance were NEA Board of Administrator (BOA) Jovel B. Ubay-Ubay, PEE, the immediate past General Manager of MORESCO-1, and Past GM Julie B. Real, PEE, who currently serves as the Chief Executive Officer of PACERM-1, an energy generation company.

The occasion marked a significant leadership transition for the cooperative, ushering in a new chapter guided by the values of service continuity, technical integrity, and community empowerment.
