Another milestone for MORESCO-1 as General Manager Engr. Collen B. Tarcelo, PEE, together with Learning Team 3, earned the BEST ACTION LEARNING PROJECT (ALP) recognition under the Asian Institute of Management (AIM) Postgraduate Certificate Program in Electric Cooperative General Management.

The winning Action Learning Project, titled “PROJECT REVENUE SHIELD – Revenue Protection Intelligence (RPI): Reducing System Losses Through AI-Powered Revenue Intelligence and Consumer Analytics,” presents a proactive, data-driven framework for non-technical loss reduction in a Philippine electric cooperative.

As part of the academic requirements of the AIM postgraduate certificate program, the 31 General Managers comprising Cohort 2 were organized into four Action Learning Teams, each tasked to develop and present strategic, real-world project proposals addressing key challenges and opportunities confronting the Philippine electric cooperative sector.

For Learning Team 3, the focus was on a persistent operational challenge: electric cooperatives may already possess substantial information from billing records, meter readings, GIS and survey data, yet disconnected systems, manual analysis, and delayed field interventions can prevent these data from being translated into timely and effective revenue-protection action.

GM Tarcelo served as one of the lead presenters of Learning Team 3, taking an active role in presenting and defending Project Revenue Shield before the panel. The team identified critical operational pain points, including coverage gaps, weak targeting of high-risk accounts, slow detection of irregularities, underutilization of available data, manual review processes, and delayed field action.

Through Revenue Protection Intelligence (RPI), the project proposes harnessing AI-powered revenue intelligence and consumer analytics to integrate and analyze available operational data, identify potentially high-risk accounts, improve the prioritization of field validation, and enable faster and more informed revenue-protection interventions. The framework seeks to shift revenue protection from a largely reactive process toward a proactive, intelligence-driven operating model.

The recognition of Project Revenue Shield as the Best Action Learning Project demonstrates the value of combining executive leadership, technology, analytics, and practical field experience in developing solutions to some of the electric distribution sector’s most pressing operational concerns.

For MORESCO-1, the achievement also reflects its continuing pursuit of smarter systems, stronger revenue protection, operational efficiency, and innovation-driven electric service for its Member-Consumer-Owners.
